Inc. Pit <br /> Dear Mr. Varra, <br /> This letter is being written to review the application for Technical Revision 003. Permit#M-74-052, Pit No. I, for technical <br /> adequacy.The proposed evaluation to dispose of coal ash by burying_ it in saturated media lacks adequate details in the <br /> following areas: <br /> 1) According to the Construction Materials Rules and Regulation 3.1.7(7), an adequate amount of ambient groundwater <br /> monitoring must be done prior to the placement of any potentially harmful materials in areas which could effect <br /> groundwater quality. Division policy is to require five quarters of ambient groundwater quality data in order to get a <br /> complete characterization of conditions at the site. Please commit to this monitoring, including a list of parameters, <br /> frequency of monitoring,and a map of the proposed sample locations. This monitoring plan must be reviewed and <br /> approved by the Division. <br /> 2) The Division requires a specific remediation procedure should any contamination(and violation of standards) be <br /> detected in the groundwater monitoring wells, as well as a commitment to contact DMG immediately should the <br /> monitoring indicate an unacceptable degradation of groundwater quality. Please submit this for review. <br /> 3) Details on the formations and aquifers in the immediate area must be submitted once this information is known and prior <br /> to Division approval of the Technical Revision. <br /> 4) Details on the existing and future potential use of groundwater in the area, including the nearest wells to the site and <br /> their uses, are required. <br /> All details in the attached letter from Harry Posey of the Division should also be considered and resolved as soon as possible. <br /> Please respond to this adequacy review prior to your current application decision due date of February 26, 1999, in order for <br /> the Division to consider approving this Technical Revision application. Be advised that this technical revision may be <br /> deemed inadequate, and your permit revision may be denied on February I unless the previous adequacy review items are <br /> addressed to the satisfaction of the Division.
