Long <br />Division Director <br />RE: Airport Gravel Pit (Permit M-83-039) Review of Las Animas <br />County adequacy response dated June 20, 1997 <br />Dear Mr. Lucero: <br />I have reviewed the response made to my initial adequacy review of <br />Las Animas County's conversion application for the Airport Gravel <br />Pit and have the remaining adequacy concerns: <br />EXHIBIT D: The Division considers the Exhibit D material <br />supplied with your June 20, 1997 response as a supplement to <br />the original Exhibit D material supplied with the conversion <br />application on February 21, 1997 and not, in itself, a <br />0~`' replacement of the original material. <br />Please confirm if the Division's assumption is correct. <br />EXHIBIT E: The material supplied in your June 20, 1997 <br />adequacy response indicates that topsoil and other overburden <br />salvaged during the mining will not be separated for <br />stockpiling yet various other references in your reclamation <br />plan, ie. Exhibit D, the SCD reclamation plan, Exhibit F, <br />speak of spreading "topsoil" as part of the reclamation <br />effort. Rule 3.1.9 requires that when overburden is removed <br />during the mining operation, topsoil shall be removed and <br />segregated from the other material. <br />Please commit to segregate topsoil from the remainder of the <br />overburden during your mining operation and to stockpile it <br />separately for future reclamation use. <br />EXHIBIT F: The map supplied with your June 20, 1997 adequacy <br />response indicates that the reclaimed surfaces will all slope <br />north. This appears to ignore the probable need for slopes <br />c~ along the west, north and east sides of the excavated area. <br />In other words, how do you have everything sloping north when <br />you reclaim a pit with highwalls on all four sides? <br />
