Section 2.04.7. H~roloey Description <br />4. Please update the discussion on mine water inflow in Section 2.04.7, if there is additional <br />information since the last update. <br />5. In a letter dated August ] 3, 2001 and sent August 16, 2001, the Division informed all <br />coal mine operators that, due to a change to Rule 4.05.13, ground water point(s) of <br />compliance shall be established for each coal mine. In that letter, the Division also stated <br />that discussions with each coal mine operator would be initiated over the coming months. <br />. Any changes to the monitoring program as a result of this process will be addressed <br />through a permit renewal, mid-term review or other significant permitting action. <br />Therefore, as part of this permit renewal, the Division would like to begin discussions <br />with BRL concerning ground water point(s) of compliance for the Bowie No. 2 Mine. <br />- The first step in the process is to cohsider the classifications for the local groundwater <br />and determine applicable water quality standazds. The next step in the process is to <br />determine if the operation could negatively impact the quality of groundwater. If in the <br />judgement of the Division, the site has the potential to negatively impact the quality of <br />groundwater for which quality standazds have been established by the Water Quality <br />• ~. ; , ... Cohtrol Commission, then one or more.points of compliance will be established for the <br />site. <br />Finally, the Division, in consultation with BRL, will need to look a[ the stratigraphy and <br />hydrogeology of the site and select appropriate wells for points of compliance. Given <br />these considerations, BRL may determine that they want to install an additional well or <br />- .wells to b_e used as•thei;points of compliance. The point(s) of compliance will ultimately <br />be agreed upon by the Division and BRL. <br />' ,The. Division would like to meet with representatives of BRL in January 2002 at the <br />,. Division to discuss the details .of this issue. Please. propose a date for this meeting. <br />6.... .The Hydrologic'MonitoringLoration Map, Map 09 should be updated to cleazly indicate <br />,. which wells aze active and which wells.have been abandoned, or remove the abandoned <br />wells from the map. Wells that aze inactive, but may be put into service in the future <br />should remain on the map. Abandonment reports should be on file or submitted to the <br />Division for all wells that have been permanently sealed. <br />Well Completion Diagrams should be submitted for incorporation into the permit <br />document for all groundwater monitoring wells. This information will be critical in <br />determining appropriate point(s) of compliance. It does not appear that well completion <br />logs have been provided for wells DH-65, DH-66, DH-67-Abv, DH-67-D-Blw, and DH- <br />67-D. Existing well completion logs aze contained in Exhibit #3, Volume 3A of the <br />permit application package. Please ensure that well completion diagrams have been <br />submitted for all current groundwater monitoring wells that aze part of the approved <br />
