As a component of the previously
approved Technical Revision (TR-29) for expansion of the Sanborn Creek Mine,
Oxbow proposed to relocate the existing power transmission line which crosses Elk
Creek to the north to provide adequate clearance for the new coal stacking tubes and
expanded coal stockpile and to relocate existing Substation No. 1 and associated feed and
distribution lines outside of the coal stockpile foundation area. Further discussions with
Delta-Montrose Electric Association (DMEA), the local electric utility, and completion
of preliminary power distribution plans have result in minor changes in the routing of
proposed new powerlines, the addition of another pole set to reduce an extended line
span, and the addition of a light-use road to access the new pole location. These changes
are described and illustrated by the following revised permit materials which accompany
this transmittal:
Permit Item Description
Page 2.05-Se Mine Facilities Summary Table (page 3, revised to increase the total
length of powerline light-use roads)
Page 2.05-10 Facilities Description (revised to reflect noted powerline revisions)
Page 2.05-131 Roads Description (revised to reflect noted additional light-use road)
Page 2.05-20 Reclamation Plan (disturbance area summary revised to include
additional powerline and road disturbance)
Map E-3213 Mine Facilities Map (revised to show modified powerline routing and
new light-use road)
P.G.
