The plan shows this area as an "Industrial" and an "Open Mining" use. The plan called for <br />various alternatives to control water flow from this and adjacent lands. Although this study is <br />further addressed in the Reclamation Plan, Exhibit E, at this point soft-ice it to say that all future <br />planning of detention and sedimentation basins will be done in coordination with the drainage <br />district. As plans become more firmly defined, if changes are needed in this permit they will be <br />submitted as technical revisions and will include all standards and requirements defined by the <br />drainage district. <br />PHASING: <br />The four phases identified here represent fairly distinct operational units on this side of the <br />highway. Following is a brief description of the distinctions between the phases. The phases are not <br />intended to represent sequential units of operation along a time dimension, but only differences in <br />activities that will occur on different parcels of land. <br />Phase 1 W: This phase, located in the extreme northwestern corner of this part of the <br />operation, is mainly a reclamation phase. This azea was formerly included in the permitted land <br />trade covered by Technical Revision Ml. Mining and bacldilling with washing fines has been <br />completed. Most of the land has been graded and is or soon will be topsoiled and revegetated. Of the <br />four phases on the west side of the highway, this is the only one where significant mining activity <br />will not occur. <br />Phase 2W: This includes the land under Technical Revision dl that has not yet been <br />completed. Currently, mining is being done in one area and future areas are expected to be opened. <br />• The other operational feature in this phase is the ready miz plant. <br />Phase 3W: This phase includes essentially all the land previously covered by Castle <br />Concrete Company's Sand Pit permit. In the 1985 amendments to that permit and this permit, the <br />reclamation plan for both areas were integrated. This amendment goes one step further. It merges <br />the two operations under one permit. Although some mining will occur here in the neat couple of <br />years, most of the activity in this phase is essentially reclamation. The area will be partially <br />backfilled with wash fines from the processing plant in Phase 4W. Other materials (e.g. broken <br />concrete and other non-decomposable construction waste) will be hauled in to add to and accelerate <br />the backtilling. For a detailed description of this process, please refer to Exhibit E, Reclamation <br />Plan. <br />Phase 4W: This large phase includes all the processing, stockpiling, and distribution <br />facilities far the entire operation. Activities here produce the materials utilized in reclaiming phases <br />2W and 3W and may produce some bacldill materials for other parts of the permit. <br />• west of Academy Mining Plan Page D-6 <br /> <br />
