RUG 09 '96 12~23PM PERBODY WSTN SENECA MINE III IIIIIIIIIIIIIIII P 2
sss
ENEC
s ~a,~om~.m Seneca Coal Company
..dtuque t 9 , 19 9 6
Ms, Susan Burgmaier
Division of Minerals and Geology
1313 Sherman Street, Rootq~.215
server, CO 80203-2273
RE: YOdSt *~line Permit C-94-08a, POrid 10 COriStruCtlOn
Dear Ms. 8urgmaier:
This corresFondence is in response to your letter dated August 7,
1996 with regard to the construction of sedimentation pond 10. I
apologize fo.r any problems in communication with the Division, but
meat of this could have been handled in a phone conversation as we
did earlier today.
A.s far as the construction of pond 10, we started stripping topsoil
on Juiy 24th. That morning Chuck McCulloh, our construction
fo;~eman, notified me that we should have our geotechnical
consultant come out and take a look at the proposed site. Mr. Brian
ue-r,, P.E. of DiorthWeat Colorado Consultants (NWCC1 arrived and we
both co.rducted an inspection of the dam site. Haled on our field
investigation, Srian prepared the enclosed letter with his
recosrraendat:.ons for this project to proceed. I would like to point
oiz'c that NWCC prepared the Geotechnical Investigation, Attachment
:L3 5, wk,ich is contained in the permit package. Since the 24th,
Brian has personally inspected the site three times and has had his
fial~ technicians here once or twice daily doing compaction
testing, soil sampling, etc. with the exception of the week I was
on vacation; when all we did was push topsoil and start
construction of the keyway, I have visited the site at least once
o:r twi.ce per day. Finally, Chuck has been present at the site the
entire time.
As L•ar as the keyway and embankment material, it is coming from
haul road cut material between stations 13+00 and 15+00 of haul
read "B" an3 not the facilities area. Any drainage from this area
i.s following the plane for the haul road itself. All soil testing,
lal:oratorlr information, stability analysis, etc. is being performed
by NWCC. a.r; we mentioned on the telephone all geotechnical work
associated with the construction of pond 10 will be included as an
Appendir_ to 'the As-Built report. With regard to the horizontal
drainage system, based on Brian's recommendations we have "beefed
>>p" what i.s actually approved and contained in the design report.
Seneca Coal Company • P.O.
