As the issues were identified, members of your staff have <br />provided data for review and documentation. I wish to thank them for their <br />patience and assistance in this matter. <br />Based on the observations in the field and data review,.the AFO has made the <br />following determinations regarding the Phase II bond release request on 16.24 <br />acres of the Meeker Area Mines. That Finding has been made on an area-by-area <br />basis for Northern No. 1 Mine, Reinau No. 2 Mine, and the refuse area and will be <br />discussed as such in the following narrative. <br />Northern No. 1 Mine: <br />The operator ran a series of eight (8) transects through the area which averaged <br />62.2 percent cover. Your office ran a total of four (4) transects through the same <br />site with the data showing that average cover was 52.0 percent. The operator's <br />data indicates that they have met their required cover standard for the mine, but <br />your office's data does not support that finding. That being the case, AFO can not <br />concur on a Phase II release for this area. In addition, the landowner, Pioneer <br />
