ANY RECLAMATION PARCEL THAT INCLUDES A ROAD OR ROAD <br />SEGMENT TO BE RETAINED FOR THE POSTMINING LAND USE. <br />B. Access Roads <br />There are three approved access roads in the Seneca II-W permit area, Coal <br />Carrier's Access Road, Oil Well Access Road, and Ridgeline Access Road. The <br />Coal Carver's Access Road is approximately 0.1 mile of existing access road used <br />on a frequent basis to service the shop facilities area of the coal carrier at the east <br />end of the Tie-Across Haul road depicted on Exhibit 13-11. The Oil Well Access <br />Road (approximately 0.3 miles in length) has been constructed across graded spoils <br />in the `B" Pit area, to provide access from the Mine Entrance Haul Road near <br />Pond 006 to the active oil well located adjacent to the reclaimed `B" Pit. The <br />Ridgeline Access Road extends for several miles across reclaimed land to connect <br />Haul Road "G" at the north end of the mine area to the existing road system <br />providing access to the south extension area. Both the Oil Well Access Road and <br />Ridgeline Access Road have been proposed as permanent roads, and are depicted <br />on Postmining Topography Map Exhibit 20-2. As such, both roads are subject to <br />the road retention demonstration requirements specified in Stipulation 32. <br />C. Light-Use Roads - <br />At the Seneca II-W Mine, there are approximately 2.1 miles of existing and <br />proposed light use roads. Light-use road locations are shown on Exhibits 12-2, 12- <br />3, and 13-2, and a typical cross-section is presented on Figure 13-6. These roads <br />aze only used on an intermittent basis for purposes other than transportation of <br />coal, including but not limited to, roads used for monitoring and periodic <br />maintenance of monitoring facilities and reclaimed areas. <br />With We acceptance of Stipulation 32, the operation is in compliance with the <br />requirements of this section. <br />II. Support Facilities -Rule 4.04 <br />Support facilities used in conjunction with the Seneca II-W Mine include an equipment <br />construction site, fuel storage areas, an equipment shop, office/bathhouse, a potable <br />water well and supply line to the approved facilities area, an electric substation and an <br />explosive storage facility, and Sediment Ponds 005, 006, 009, 015, 016, 016A, and 017. <br />Volumes 7-9, Tab 13, contain detailed information on the existing and proposed mine <br />III.
