Monroe, Jr., Vice President of Business Development with <br />Savage Industries Inc. ("Savage"). I have been with Savage four (4) years. Prior to <br />Savage, I worked with various companies, since 1975, in the coal and energy <br />industry. I am writing this letter in support of Bowie Resources Limited's ("Bowie") <br />requested right-of-way across Federal mineral estate within Sections 2, 4 and 11, <br />Township 13 South, Range 91 West, 6`" P.M., Delta County, Colorado. <br />As summarized in the Draft Preliminary Environmental Assessment ("EA'") Record <br />Number CO-034-99-27 EA. the access is requested to "develop a system of <br />ventilation and access entries (main entries, gate entries, and "bleeder" system <br />entries)" in support of the logical mining sequence of Bowie's existing and producing <br />No. 2 Mine. Since Bowie No. 2 development is in private coal, an EA and Federal <br />approval is required prior to developing mains in the adjacent Federal coal blocks. If <br />foc instance, the Bowie No. 2 reserve were Federal leases, the BLM would grant <br />permission to add these two small blocks to the total reserve to form a Logical <br />Mining Unit ("LMU"). The LIv1U would Chem provide for the safe, logical, and <br />systematic removal of a valuable energy resource. <br />Again, I am supporting Bowie's request for the right-of-~vay as requested in EA No. <br />CO-034-99-27 EA.
