MANAGEMENT <br />The DMG's letter dated August 16, 2002 provided comments regarding the Edwards Mine spring. <br />On behalf of Bear Coal Company, Inc., the following additional documentation is provided: <br />1. A plan view of the C-Seam, B-Seam and the slide. <br />2. Hydrologic Monitoring Data for monitoring well AA-1 from 1987 through 1995 which is the <br />period the monitoring well showed much higher than expected conductivity values. <br />3. Hydrologic Monitoring Data for the Edwards Mine spring from December 1997 through <br />December 1998, the period for which laboratory data is available. <br />4. A comparison of the Edwards Mine spring and well AA-1. Selected average quality data <br />of the spring and well AA-1 indicates the water in well AA-1 is very similar to the spring <br />water. It appears the well water is diluted which could be expected. Since the comparison <br />is based on average values from different time periods, the correlation between the spring <br />water and well AA-1 is quite good. <br />5. A comparison of the quality data of water discharged from the Bear No. 3 Mine during 1995 <br />to-the spring water. The water discharged from the mine was tested for parameters <br />dictated by the Department of Health so there are only a few data points to compare. The <br />correlation between the spring water and the mine water is poor. <br />In summary, I believe there is substantial data to support Bear's position that the water emerging <br />from the slide is not mine water. The data supports the view that the spring water existed as early <br />as 1987 when it contaminated well AA-1. <br />Copies of laboratory reports are available upon request.
