Gunnison Mine C-OU7-80 (Prep. Plant) <br />Dear Ms. Beville: <br />I have reviewed your Septemoer 16, 1983 technical revision request to <br />construct a small portable preparation plant northwest of Pond F.W. #l. <br />Your revision was deemed complete. You should publish your proposed <br />public notice once in a newspaper local to the mine. <br />I did identify a few concerns that will need to be addressed prior to our <br />approval. <br />1. Your narrative mentions a discharge from the small preparation <br />plant ponds. Current rules do not allow the preparation plant wash <br />down system to discharge. They must be designed as a closed <br />system. (See F.R. 10/13/82, 45382, - EPA final Rules and F.R. <br />lU/22/82, 41216 - OSM Final Rules which have been adopted by the <br />Department of Health and MLRU.) We recognize that final designs <br />have not been decided upon, however, the revision should at a <br />minimum discuss the wash water system conceptually. <br />2. The revision should discuss the location and design of the access <br />road to be used to access the site. Designs on a road culvert at <br />the intersection of collection ditches should also be provided. <br />3. The revision should indicate the location of berms or ditches that <br />will be used around the perimeter of the site to route water safely <br />to the main access road system. <br />4.
