Memo to Christine Johnston
Mountain Coal T.R. 69 Adequacy
gage 4
Reclamation Plaa
Mountain Coal seems to have overlooked the requirement for the
inclusion of a reclamation plan for the proposed disturbance as a
portion of the application. Rule 4.14.1(e) does exempt underground
mines from the need to return all excavated material to the portal
bench. However, all highwalls and depressions must be eliminated.
Therefore, the operator will have to provide a reclamation plan
which demonstrates that the highwall faceup of the fan bench can be
eliminated and that all surplus material has been placed in a fill
designed and constructed in accordance with the requirements of
Rules 4.05, 4.06, 4.09 and 4.15. The reclamation plan must also
address the long term stability of all road cuts and fills
necessitated for the improvement of the light use road.
attachment:
cc: David Berry
Doc: M:\COAL\JAP\MTG1TR69.ADQ
JP/JP
