i i <br />EXHIBIT D -MINING PLAN <br />Hall-Irwin Corporation will continue to use the mining method described in the original Baseline <br />permit application. The only changes to the mining plan are as follows: <br />1. Annual production: The original application estimated production to range from 200,000 to <br />450,000 tons per year. We now anticipate that annual production could be as high as <br />550,000 tons per year. <br />Expansion of permit boundary and timing: The permit area has been expanded to include <br />40 additional acres. This new parcel contains an estimated 3 million tons. It will likely take <br />7 years to mine the new area. However, the timing for all of the parcels may vary depending <br />upon the demand for construction material and may impact the total life of the mining <br />operation. <br />3. Change in phasing: The phasing plan has been changed to incorporate the new parcel as <br />efficiently as possible. Refer to the mining plan map and the reclamation plan for the new <br />phasing plan. <br />4. Processing plant: The processing plant will operate for the life of the mining operation. <br />(The original application stated the plant would operate during the first 22 years.) <br />5. Mining slope: The site will be mined vertically. <br />6. Disturbed area: The amount of disturbed area is greater than originally anticipated as <br />phases 2 and ~ are both currently disturbed. <br />7. Equipment: Hall-Irwin will continue to utilize the same equipment and facilities as stated in <br />the original application. However, the number of equipment has changed as follows: <br />Loaders (5) Mechanic Trucks (2) Scale (2) Aggregate Wash Plant (2) <br />Feeders (3) Haul Trucks (4) Stacking Conveyor Electric Control Van(l) <br /> (3) <br />Screens (2) Scraper (2) Shop Building (1) Asphalt Batch Plant (l) <br />Generators (2) Fuel Tank (2) Office Trailer (2) Concrete Batch Plant (I ) <br />Crushers (2) Fuel Truck (1) Bottled Water Dump Trucks (2) <br />Conveyors (10) Dozer (1) Portable Toilets (3) Ready Mix Concrete <br /> Trucks (25) <br />Excavator (2) Road Grader (1) Water Truck (l ) <br />AMENDMENT TO BASELINE PERMIT # M-1997-058 Page -13- <br />
