How the numbers were arrived at, <br />we do not know. The area in this permit is pasture land.Soils <br />vary in thickness across the affected land from two to eight <br />inches in a highly irregular pattern. The average thickness is <br />less than six inches, then it turns to sand and gravel. Replacing <br />9 to 18 inches of topsoil would be a hardship and would not <br />be comparable with the surrounding area.
