Pursuant to The Colorado Surface Coal Mining Reclamation Act and the
regulations promulgated thereunder, or Title 34, Article 35, of the Colorado
Revised Statutes, the Division of Minerals and Geology hereby issues notice
that on May 02, 1994, a technical revision application for a permit to conduct
coal mining operations, File No. C-81-024 (TR - 013), by Kaiser Resources,
Inc., 8300 Utica Avenue, Rancho Cucamonga, CA 91730, was deemed complete for
the purposes of filing. All reviews and comment periods as provided in the
Act and Regulations promulgated thereunder initiate from this day of filing.
The applicant proposes to revise surface coal mining operations at the
Colorado Coal Mine No. 1.
Through TR-13, the applicant proposes to change the species diversity criteria
for revegetation at the mine site. The existing permit reugires that 2 cool
season grass species, 2 warm season grass species, 2 forb species and 2 shrub
species, each comprising 3% relative cover, be established. The applicant
proposes to reduce the diversity requirement to 2 cool season grass species,
and 2 forb species, .each comprising 3% relative cover. The ,applicant has
stated that the change is requested because the existing permit requirements
for regetation do not reflect the conditions of the original vegetation of the
areas, the conditions found in the reference plot, or the best interests of
post mining land use.
The mine site is located in Huerfano County, appeoximately one mile north of
Walsenburg. The permit area includes the portion of Section 25, T275, R67W,
6th P.M., that lies west of Colorado State Highway 69. These lands may be
found on the USGS 7.5 minute quadrangle titled Walsenburg North.
