Dear Mr. Anderson:
We are responding to your final mitigation plan submittal
for impacts to waters of the United States by Oxbow Carbon and
Minerals Sandborn Creek Mine. The mitigation area is located
within Section 23, Township 1 South, Range 1 West, Mesa County,
Colorado.
The Watson Island mitigation plan will successfully offset
impacts to waters of the United States associated with mine
expansion at the Sandborn Creek Mine (Permit No. C-81-022) with
the following special conditions:
1. Corps approval of the seed mixture prior to being used in
revegetation of the restoration area.
2. Any materials that can be safely handled, such as tires,
without special precautions will be removed from Watson Island
for disposal by the appropriate entities.
3. The mitigation work must be completed by January 1, 1998.
You must notify this office in writing within 30 days of
completion of the mitigation measures. Upon notification we will
schedule a date four a compliance inspection cf the mitiga*_ion
