1
not conducting the sampling prior to anthesis of the dominant warm season grasses,
see page 2.05.4(2)(e)-21.
6. No response is necessary per your July 31, 1998 letter
7. During this TR application, I did not modify any portion of the text in question (live
vegetation vs total cover). If the regulations so stated that vegetation cover should
be based upon "live vegetation", then I will make the necessary change in the permit.
8. No response is necessary per your July 31, 1998 letter
9. The Divisions concern about Mr. Zene Weimer s age. Mr Zene Weimer is in his early
to mid 50's and is a second generation farmer in this area . I know he stated a higher
number of years (90) in his written experience. I asked him about this at the time he
handed me the form and he said he had discussed the production figures with his
elderly father and they agreed upon the tons/acre for first cutting only. I can
understand the Divisions question, but I think it is fair to be able to combine their
years of experience. There are fewer and fewer farms in this country that are being
run by second, third or fourth generation families and there should be some respect
given to these operations. They must be doing something right.
This concludes this memo and I hope I have adequately answered your questions.
