revised accordingly.
Please add to your proposed page 9, Volume IX, that the inspections will be accomplished by a
"qualified registered engineer" (it currently reads "qualified engineer').
It is a technicality, but the proposed wording does not match Rule 4.10.2(1). Please revise
proposed page 10, Inspection, as reads "The waste rock disposal area will be inspected for stability
by a registered engineer, or ---" to read "The waste rock disposal azea will be inspected for stability
by a qualified registered engineer, or --"
Soils
8. Page 2.05-38 has been revised to include the topsoil to be removed from the WRDA. BRL does
not say or reference a map showing where the topsoil from the initial development wit[ be
stockpiled. Please include the identification of the topsoil stockpile where the initial topsoil will
be stored, and a map showing the location.
Response accepted. In the submittal dated February 11, 2004, BRL revised page 2.05-38 to state
that the topsoil from the new gob pile will be stored in topsoil stockpile E and that the location is
shown on Figure 1 of Volume Dt. In the same submittal, BRL revised page 2.05-37 to state the
topsoil volumes that have been salvaged recently.
9. For past revisions, BRL has committed to reporting the volume of topsoif actually salvaged and
placed in the stockpile. Please include this commitment for the salvaged topsoil from the initial
lift.
Response accepted. BRL revised page 2.05-38, in the submittal dated February 11, 2004, to add a
commitment to report the topsoil that is salvaged when clearing the area for the fast lift.
10. Subsequent to the first lift BRL proposed to salvage topsoil in advance of each 50 foot lift and
direct hauling it to the completed bench. This is a good reclamation technique. Please provide a
commitment to report the depth and volume of topsoil that has been salvaged in advance of
disturbance and replaced on each lift.
Response accepted. In the submittal dated February 11, 2004, a commitment was added to page
2.05-38 to report the actual depth and volume of topsoil salvaged and put on each lift.
11. Topsoil that is stored in a topsail stockpile needs to be protected from eroding into a drainage
ditch and being carried away. Please depict on the appropriate sediment control map the
measures to be taken in the field to protect the topsoil in the topsoil stockpile. Such measures can
include straw bales or silt fence at the base of each topsoil stockpile.
BRL supplied a revised Figure 2 in the submittal dated February 11, 2004 that shows that silt
fence or straw bales will be placed at the base of each of the two topsoil stockpiles. However, the
wording of the Division's question may have been misleading. Referring to revised Figure 2, it
appeazs that runoff from the east side of topsoil stockpile "E" can drain into ditch D-F6 and be
mixed with runoff coming from the active sections of the refuse pile. Also, the west side of topsoil
stockpile "D" may need protection from the drainage channel next to it. Finally, please confirm
