Baseline environmental quality data including vegetation, soils, surface water, and ground water was collected, <br />evaluated, and summarized in this document. In addition, cultural and historical features, surface ownership, coal <br />ownership, wildlife, and land use was evaluated and summarized in the permit revision application. Permits for <br />lscharge of surface water from the South Taylor mining area, air quality emissions, blasting activities, wetlands <br />disturbance and reclamation, installation and maintenance of groundwater monitoring wells, and weights and <br />measures will be obtained prior to beginning mining activities as part of this application. <br />This permit revision document is intended to only present information relevant to the expansion area and does not <br />include information regarding the existing mining area. Sections of the existing permit that present general <br />information that is applicable to the existing operation were not changed and therefore are not included in this <br />document. Please refer to the existing permit document for general information not presented in this document. <br />Colowyo has been mining for over 27 years and current evidence documents that Colowyo's mining and reclamation <br />plan, including the associated design criteria are functioning in compliance with the rules of the Colorado Division of <br />Minerals and Geology -Mined Land Reclamation Division (the Division). The extension of the mining and <br />reclamation plan into adjacent areas are anticipated to meet with a similar high degree of success. <br />The Division has been provided significant information regarding Colowyo's current operation through the initial and <br />subsequent permit applications, permit renewals, and site visits. In addition, the Division has been presented <br />information regarding the proposed permit boundary expansion area during on-site presentations, meetings, and <br />correspondence. Additional information is presented in the following permit revision application. <br />There are several items which are part of this application but will be provided under separate cover. We would <br />anticipate that these will be provided within about 2 weeks. As we have discussed with you, these are all bond <br />related maps which can be submitted following your initial review of the proposed postmining topography. While <br />these have not been started, we would anticipate they could be completed in about 2 weeks.
