The comments include discussion of observations made <br />during the inspection. Comments also describe any enforcement actions taken during the <br />inspection and the facts or evidence supporting the enforcement action. <br />1 <br />This was a partial inspection of the Chimney Rock Coel Mine conducted to oversite the <br />' vegetation sampling methodology and techniques employed by Greystone during the Phase 2 <br />bond release vegetation sampling task. <br />' 50 mater random sample vansect locations were pre-determined at the Greystone office using e <br />ri st n r ut in a <br /> <br />g d sy em a d endom number generator. These transacts were lead o e ch parcel where <br />each parcels boundaries were determined by post-mining lend use type, year seeded, major <br />' geographic aspect change. Past-mining land uses are dryland pasture, irrigated pasture and <br />rangeland/wildlife. The areas seeded in 1991 did not have pre-determined random sample <br />transact locations so the sampling crew indicated they would determine the random sampitl <br />' locations by walking, from a starting po[nt, a number of paces that coincide with the last three <br />digits of the time shown on a digital watch, in *.he direction that the second hand pointed on an <br />analog watch. Tha transact would then be laid out in the direction shown 6y the second hand <br />' of the analog watch. <br />The crew was observed sampling the irrigated pasture area of the alluvial valley floor (AVF}. <br />' Transacts were !aid out as predetermined on this site. Two samples were recorded at each one <br />meter interval, along the 50 meter transact, using an ESCO point bar. <br />' Productivity sampling was to be conducted on the AVF as required for phase 2 bond release. <br />The crew was to locate the .5 square meter quadrats approximately 5 meters straight out from <br />the end of each of the cover sampling transacts. The vegetation within each quadrat would be <br />' clipped weighed and separated by Ilfe form. Vegetation clipped would be dried six weeks and <br />reweighed to determine productivity by weight. <br />The Division dug five topsoil depth sample holes to verify replacement of six inches of topsoil on <br />the revision Al area on the north of Barren Ridge. Topsoil depths for the five hales were: <br />1. 12 inches <br />' 2. 4lnches <br />3. 8 inches <br />4. 10 inches <br />' B. 8 inches <br />verifying that the average depth of topsoil replacement does meet the six inch depth criteria for <br />this area. <br />1 <br />1 <br />3-10 <br />
