LOng <br />Re: Raton Creek Mines (C-82-OSS) Mid-Term Review Reclamation Liability Estima[e~rector <br />Dear Mr. Weaver: <br />The Division has conducted a review of Energy Fuels' remaining reclamation liability during <br />this mid-term review as required by Rule 3.02.2(4). Enclosed, please find a copy of the <br />Division's reclamation liability estimate for the Raton Creek Mine for compliance with the <br />approved reclamation plan. <br />Two tasks that may require further explanation are tasks 6 and 7. Task 6 calls for the <br />purchase and distribution of 10,500 cubic yards of topsoil as committed to in the approved <br />reclamation plan. Please refer to permit page 516R, importation of 4'/z inches of topsoil <br />over 17.3 acres. This potential need for additional topsoil was also discussed in the <br />Division's letter dated November 15, 1994 in response to Energy Fuels' Topsoil Suitability <br />Report. The cost for this quantity of topsoil was derived from the Division's conversations <br />with Mr. Tony Cappellucci and Leoni Sand and Gravel, potential sources for obtaining <br />additional topsoil in the Trinidad area. Both sources estimated that topsoil would cost <br />about $10.00 per cubic yard delivered. If Energy Fuels can provide alternate costs for <br />procurement of additional topsoil, please provide the Division with this information. <br />Task 7 estimates the cost of removing remaining structures at the mine site. On February <br />14, 1995 the Division received a technical revision (TR-17) requesting the shop building, <br />concrete pads, and water tanks remain after reclamation. These items need to remain in <br />the reclamation estimate until the Division makes our decision on this revision. <br />If you have additional questions, please do not hesitate to call. <br />Sincerely, <br />Janet .
