III IIIIIIIIIIIII III •
999
E~~A
• ~ Coal Company

Seneca Coal Company
October 4, 1995
Ms. Susan Burgmaier
Division of Minerals and Geology
1313 Sherman Street, Room 215 RF(;E11/ED
Denver, CO 80203-2273 OCT 1 0
1995
Re: Yoast Mine Permit C-94-082, TR1
Division of muierais rs, Geology
Dear Ms. Burgmaier:
Enclosed please find three copies of an application for TR1 for Seneca Coal Company's (SCC}
Yoast Mine. This technical revision addresses Stipulation No. 6. A surface water monitoring
site, YSG5, has been placed on Grassy Creek downstream of its confluence with Scotchmans
Gulch. In Tab 15; pages 5, 21, and 24 have revised to include this site. Monitoring frequencies
and parameters analyzed are given on page 24.
SCC also requests the discontinuation from all monitoring for Well YSAL13. This well's casing
has been damaged by farming (it exists in a hay field). Well YSAL12, which also is completed in
the Sage Creek alluvium, exists 100 feet away from YSAL13. Well YSAL12 will continue to be
monitored for water levels and quality. In Tab 15; pages 8 and 22 have been revised for this
request.
Table 15-3, page 7, has been corrected (re: Wells YSAL7 and YSAL9) to be consistent with
Table 15-8, Ground Water Monitoring Frequencies. Page 23 of Table 15-8 has been revised by
removing references to Wells YW24 and YOV25. No monitoring was proposed for these two
wells, due to completion problems. None of the corrections addressed in this paragraph will
change the monitoring program.
Finally, Table 15-9, page 24, has been revised to reflect a request for a change in water quality
sampling. Full suite lab samples will be collected for streams and springs only if flows exceed
five gallons per minute. This limitation is consistent with the approved monitoring program for
SCC's Seneca II-W Mine.
Enclosed are the required application form, proposed public notice, insertion instructions into the
PAP, and the revised text. Should you or any other members of the Division have any questions
regarding this information, please do not hesitate to contact me.
Enclosure(s)
c: Thomas Ehmett (OSMRE)
Rick Holbrook (OSMRE)
John Husband (BLM)
,/ Gary Wendt (PWCC)
Sincerely,
~(,~ LA~
Michael G.
