We appreciate your cooperation in providing documentation <br />supporting the Division's Guidelines relative to certification requirements. <br />As I expressed to you, ACZ, as a consultant, and our clients in the mining industry, must deal <br />with an ever increasing scope and burden of regulatory requirements. Dealing, as we do, with <br />many different operators, different agencies, and even different personnel within the same <br />agency, we are particularly sensitive to the compliance and cost impacts of agency requests on <br />the clients we serve. We sometimes find that these requests reflex informal agency policies or <br />differing personal interpretations of regulatory intent. Where requests are not totally consistent <br />with specific regulatory requirements, we feel we have a professional obligation to our clients <br />to verify the necessity and regulatory validity of the request.
