Our initial review indicates that all preliminary items required by Rule 2.08.4(5) have not been <br />submitted. Thus, your application is incomplete for the purposes of filing as of February 25, 1999. <br />As we discussed last week, a change in the species diversity standard will need to be submitted as a <br />technical revision. Any changes in the bond release criteria must be available for public comment.
