5.03.08.3 Emissions, such as vapor, dust, smoke, and noise, from mobile equipment and <br />processing plants is strictly governed by various Federal, State, and County <br />agencies. All equipment and facilities will be maintained in compliance with <br />these agencies. <br />5.03.08.4 Most large plants such as asphalt and cement plants will primarily be operated <br />in the existing Chambers Pit which is currently govemed by a Special Use <br />permit. If portable plants, other than crushing and screening plants, aze to be <br />brought into the Scott Expansion Area they will be located on the pit bottom or <br />away from I-70 in order to minimize visual impacts. <br />5.03.08.5 Storage areas for the site such as equipment parking and fuel storage will be <br />maintained in compliance with all appropriate agencies. The Mine Plan <br />included as Exhibit D of the CDMG Application contains descriptions of <br />equipment, facilities, and tanks expected to be located at this site. <br />5.03.08.5(A) All flammable and hazardous materials will be stored in accordance with <br />appropriate codes. <br />5.03.08.5(B) The visual impacts of the site will be mitigated through location most of the <br />facilities in the bottom of the pits. Unfortunately, the elevation of I-70, the <br />location of primary visible impacts, is greater than the entire property. Berms, <br />fences, and landscaping will have little affect on the visual impact to I-70. <br />However, mature cottonwood trees not located in a mining area, as shown in <br />Map C-2 and C-3, will be left. Not only does this protect some of the valuable <br />riparian areas, it will provide some visual buffer to the site. <br />5.03.08.5(C) The site will be allowed to import materials for fill, however the CDMG <br />requires that the fill be inert in nature. Also if acid causing minerals aze found <br />on the site they will be left undisturbed and covered with an appropriate amount <br />of fill. <br />5.03.08.5(D) The storage of heavy equipment will primarily take place in the pit area of the <br />original Chambers Pit. <br />1. The overall permit area far exceeds the lot minimum of 5 acres. <br />2. The site lies more than a quarter mile from the neazest residence. <br />3. Screening is provided by the parking area being in a portion of the pit <br />bottom. <br />4. No impacts from maintenance are expected to leave the site. This is due to <br />the large distance to the permit boundary. Please see Maps C-1 and C-2 of the <br />CDMG Application. <br />5. All loading and unloading of vehicles will take place onsite. <br />5.03.08.5(E) This operation is associated with natural resources and therefore is not exempt <br />from this regulation. <br />5.03.08.6 Water information can be found in Exhibit G of the CDMG Application.
