Long <br />October 8, 1996 D~v~sion Direnor <br />Mr. Murari Shrestha <br />Western Fuels-Utah, Inc. <br />405 Urban Street, Suite 305 <br />Lakewood, Colorado 80228 <br />RE: Deserado Mine (Permit No. C-81-018) <br />MR 105 (Underground Disposal of Prep Plant Thickener Water) <br />Dear Mr. Shrestha: <br />As I indicated to you on the phone last week, we have concluded <br />that due to the potential hydrologic impacts that will need to be <br />evaluated, and the fact that MSHA approval will be required <br />pursuant to Rule 2.05.3(9), the proposal to dispose of prep plant <br />thickener water underground will need to be processed as a <br />technical revision rather than a minor revision. To expedite this <br />process we are requesting that you formally withdraw the minor <br />revision application and submit a technical revision application. <br />MSHA approval will need to be obtained prior to implementation of <br />the proposal, in addition to DMG approval. In discussing this <br />proposal with Larry Routten, he indicated that a similar plan had <br />been approved for the Golden Eagle Mine, and that many of the same <br />informational requirements and impact evaluations required for that <br />project would likely also apply to Deserado. You might want to <br />review the Golden Eagle TR file prior to preparing the technical <br />revision application. <br />The submittal should include full suite analyses of the slurry, and <br />revised probable hydrologic consequences based on the quality and <br />quantity of the thickener water and long term minewater quality <br />effects. It will be necessary to demonstrate that future <br />discharges of minewater from the disposal sites in the mine, if <br />
