O1 - Portal Hench Redesign Dnis~an Direc~ar <br />(P it No: C-96-083) <br />I have reviewed the geotechnical portions of the technical revision <br />application submitted by Bowie Resources, Ltd (BRL), which you <br />forwarded to my attention. TR-O1 was required by the Division as <br />abatement for an notice of violation issued to BRL. <br />BRL originally proposed to construct separate earthen benches to <br />accommodate the portal facilities and the coal stockpile. They <br />constructed one enlarged portal bench, occupying approximately the <br />intended footprint of the two designed benches. The technical <br />revision application includes a letter report prepared by MAXIM <br />Technologies, Inc., geotechnical consultant to BRL. MAXIM <br />completed a slope stability analysis of the modified larger portal <br />bench configuration. The analysis, using the material strength <br />characteristics earlier accepted by the Division as a portion of <br />the original application, projects a static slope safety factor of <br />between 1.5 and 1.8, depending on the degree of <br />compaction/consolidation. <br />I recommend that we accept <br />analysis as a demonstration <br />Bowie No. 2 is stable. <br />cc: Dave Berry <br />doc: M:\Coal\JAP\BRLTROI,WPS <br />MAXIM Technologies slope stability <br />that the modified portal bench at the <br />JP/Jp <br />
