INTRODUCTION <br /> 1 <br /> In April, 1996, the University of Colorado announced its intention to purchase the 308 <br /> ' acre Flatiron Property located in Boulder County south of US Highway 36 (the Boulder- <br /> Denver Turnpike) and Table Mesa Drive contiguous to the southern boundary of the City <br /> of Boulder. See Exhibit I-1, Vicinity Map, for location of the property. The majority of <br /> ' the property has been used as a sand and gravel mining operation. William R. Deno, <br /> I <br /> Campus Architect, for the University, contacted Love & Associates, Inc. and requested <br /> ' that Love, in conjunction with the University and other consultants, review the Western- <br /> Mobile, Inc. and Flatiron Companies Reclamation Grading Plans and provide <br /> ' recommendations to the University regarding these plans. The following professional <br /> review and recommendations have resulted from a series of meetings with the University <br /> ' and their legal counsel, representatives from Flatiron Companies and their consultants; <br /> representatives from Western-Mobile, Inc., consultation with several specialty consultants; <br /> ' review of several relevant documents including mining permits, agreements, reclamation <br /> plans; and a field inspection of the Flatiron Property. <br /> 1 <br /> 1 <br /> ' -1- <br />
