1 <br /> ' On May 28, 1996 state flood officials (Mr. Larry Lang, P.E. and Mr. Brian Hyde, P.E.) <br /> from the Colorado Water Conservation Board (CWCB) were given a site tour of the <br /> Flatiron Property and an explanation of the regulatory flood situation by David Love, P.E. <br /> The state officials felt that the site perimeter berm at the Flatiron Property had the <br /> potential for being certifiable by FEMA with additional work. However, additional <br /> engineering analyses including test borings would have to be drilled to verify soils <br /> materials and compactive strengths of the berm. The deep rooted trees along the top of <br /> the berm would have to be relocated off the berm and a certified as-built survey prepared <br /> that indicates the minimum FEMA freeboard (typically 3-feet) is in place. An internal <br /> ' drainage analysis will need to be prepared as well as the preparation of an operations and <br /> maintenance (O&M) manual including the determination of responsibility for the on-going <br /> O&M. <br /> 1 <br /> 1 <br /> i <br /> ' -12- <br />
