This permit will <br />become effective only when: 1) page eight of the permit has been signed by an <br />authorized representative of Wyoming Fuel and returned to OSM and, 2) a bond <br />in the amount of $921,000 payable to both Colorado Mined Land Reclamation <br />Division and the Office of Surface Mining has been received by OSM. Signing <br />the permit is only an acknowledgement that the permit has been read and the <br />requirements of the permit and stipulations are understood. Pursuant to 30 <br />CFR 787.11, Wyoming Fuel Company will have 30 days from the date OSM receives <br />the signed permit to appeal the Director's decision on the application. <br />Page eight has been provided in duplicate, so you can retain one copy with <br />original signatures and return one•copy with original signatures to us. If <br />for any reason you need additional time or need clarification of any permit <br />condition or stipulations please respond within a 10-day period. <br />The Assistant Secretary for Energy and Mineral on April 2, 1982 approved the <br />Canadian Strip Mining and Reclamation Plan.
