Responses to Individual CDMG Comments <br />Letter Dated May 18, 1994 <br />Comment #1 <br />Please update the Table of Contents section for the entire permit app[icntiott, oral for each <br />volume of the application. <br />Attached is the revised Table of Contents. <br />Letter dated December 2. 1994 <br />Comment #15 <br />P&M expressed nn interest itt discussing the tt:erits of n Trout Creek Sandstone tttonitoring <br />well. Rules 2.04.7(1) and 4.05.13(1) clearly require monitoring of aquifers below coal seems <br />being mined, if there is potential for mining relnied impacts. Since there has been no <br />demonstration that there will be no impact to the aquifer, the installation of monitoring well <br />appears to be the only way to address this previously overlooked regulatory requirement. <br />In consideration of possible changes to the Edna mining plan and P&M's waiver of the TR 30 <br />decision due date, the Division will accept a response to this concern on or before January 13, <br />1995. An adequate response would include n proposed location for cotttpletion of a monitoring <br />well and a plan for monitoring of that well. Division personnel would be available to discuss <br />location of a monitoring well at P&M's request. <br />If this matter has not been resolved ott or before January 13, 1995, the Division will propose to <br />approve TR 30 with a stipulation that requires ittsta[lation of a Trout Creek Sandstone <br />monitoring well. <br />Section 4.6.8, pages 4.6-147 through 4.6-149 and Exhibit 4.6-26 have been <br />revised to incorporate monitoring well TRS-1(completed into the Trout Creek <br />Sandstone) into the monitoring program for the mine. <br />Letter dated January 4, 1995 <br />Response to Comment 5: <br />P&M's response to this concern was adequate with one exception. The estimated cost to <br />reestnblish the Moffat area drainages incltutes placement of 4, 769 yds3 of riprap. /t nppears, <br />however, that the actual materials cost for the riprap was trot included. Please revise the <br />estimate to include ncgttisition costs for the material. <br />Attached are revised pages 4.8-1, 4.8-2, and 4.8-11 through 4.8-13 incorporating <br />the revised estimate with the material costs of the riprap included. <br />
