Canany <br />Division Director <br />Natural Resource Trustee <br />The Division of Minerals and Geology received Technical Revision 03 (TR-03) to the East Rigden Pit, <br />Permit No. M-1979-097. The revision was submitted by Lafazge to address the stability of the lateral <br />berm that sepazates the East Rigden Pit and the adjacent POE Pit, Permit M-1982-182. The revision <br />also addresses the installation of aloes-water crossing in the La Poudre River. <br />The Division has the following comments and questions regarding the proposed revision; <br />1. Please inform the Division as to when Lafazge intends to implement the proposed designs to the <br />lateral berm between the POE Pit and the East Rigden Pit. <br />2. Lafazge provided a copy of the approval letter from the US Army Corps of Engineers to install a <br />low-water crossing within the La Poudre River for the mining of the extreme eastern portion of <br />the pit. The permitted area is defined as the Baumgartner property. The mining limits are 13.4 <br />acres in size. The amendment application (approved in 1980), incorporates the general crossing <br />azea within the permit boundary area, but does not state that a crossing will be installed. <br />According to Lafarge, mining and reclamation is nearly complete in this azea and the crossing <br />will be removed in April of 2004. <br />As noted in the Division's January 13, 2004 inspection report, Lafazge was informed that certain <br />aspects of the crossing must be included in the mining and reclamation permit for the East <br />Rigden Pit. Due to the fact that the low-water crossing will be removed by April of 2004, the <br />Division will only require Lafazge to address issues pertaining to reclamation of disturbed azeas <br />in the La Poudre River associated with the crossing. Please explain how the low-river crossing <br />will be reclaimed. In particulaz, state; <br />• The structures that will be removed from the creek (culverts, rock material, <br />etc...) and where this material will be disposed. <br />• The depth of topsoil to be replaced on affected areas. <br />• The slope of the reclaimed banks. <br />Office of Office of Colorado <br />Mined Land Reclamation Active and Inactive Mines Geological Survey <br />
