Banta.
Division Director
I have recently considered your February 25th request for permit renewal
comments regarding the Mt. Gunnison No. 1 underground coal mine in Delta and
Gunnison counties. I regret that my assigned duties have precluded my
responding to your request in a more timely fashion.
I have had a long and intense involvement with the Mt. Gunnison No. 1 mine's
permit evolution ever since its application submittal. This involvement
included a fun 20 months spent defending our permit decision. I am relatively
confident that your predecessors have forwarded all geotechnical issues to my
attention, including consideration of subsidence, slope stability and refuse
structure design. Assuming that you have not recently (since fall of 1990)
processed any revisions affecting these topics, I have no geotechnical
concerns regarding the renewal of the Mt. Gunnison No. 1 Mine's permit to mine
coal.
cc: Jim Stevens
JP/JP
