• IIIIIIIIIIIIIIIIIII • <br />September I5, 1999 <br />To: Mike Long, Bruce Hutgphries, James Stevens, Harry Posey <br />From: James Dillie <br />Re: Phone conversation with Dave Akers, WQCD <br />Dave Akers called this morning pursuant to our agreement to call DMG one day each week <br />(usually on Tuesday) to discuss the San Luis Project water problem. <br />I updated Mr. Akers on the progress of the TR-26 review process. In addition, I asked if he was <br />aware of the contaminant plume moving down the alluvial aquifer. He said he was aware of the <br />problem. <br />I asked if WQCD intends to do anything about the plume since the DMG may not have <br />jurisdiction over the alluvial aquifer. I explained the potential problem of not addressing the <br />situation (that contaminated water may flow downgradient into the alluvial valley if the aquifer is <br />allowed to flush naturally, as proposed by BMRI). I informed Mr. Akers that the Division feels <br />confident, based on monitoring data, that [he plume has not reach the M-26 alluvial aquifer well <br />which is the western most recently drilled alluvial well (M-10, which is downgradient from M- <br />26, was drilled several years ago. It too is an alluvial aquifer well). In addition, I expresssed the <br />Division's concerns that the ambient water quality at the M-26 well is such that water can not <br />meet surface water standazds since, at least, two elements currently exceed drinking water <br />standards (iron and manganese). <br />Mr. Akers said that as long as the contaminant plume is not adversely affecting sutface water in <br />[he Rito Seco, the unaffected areas of the alluvial aquifer will be considered groundwater. <br />I asked if he would submit WQCD's reply to Btvice's letter, defining the limits of DMG's <br />involvement, as soon as possible so the Division can determine if it is appropriate for DMG [o <br />ask BMRI Yor a proposal to address the potential downgradient plume problem. Mr. Akers said <br />WQCD wants to continue working with DMG to resolve the water contaminant problem and will <br />respond to Bruce's letter. <br />Mr. Akers asked if I was aware of a meeting which BMRI, apparently, scheduled fnr Monday <br />evening, September 20, 1999. I said I was not aware of any meeting and, since I was not invited, <br />would not attend the meeting. <br />
