Permit Revision No. 5 - PAR 2
July 5, 1999
Page 7
world. Equally voluminous research and theory has been
presented regarding the boundary effects of topographic
relief, bedrock dip and structural discontinuities, such as
joints and faults. Jumbo Mountain occupies a position
somewhere near the discontinuity end of this conceptual
spectra. The landslide impacted steep-dipping topographic
free faces will undoubtedly belie most of the infinite
theories.
However, regardless of the debate over which scientific study
more accurately estimates the chances of subsidence impacts,
the proof will lie in the monitoring. The Division will
require MCC to monitor for impacts regardless of the
prediction. Are the landslides exacerbated by undermining?
Are the springs diminished or relocated as a result of
subsidence? MCC should provide a plan, as previously
requested, to control subsidence and a monitoring plan to
ensure that material damage does not occur.
Miscellaneous
1. As drill hole completion and abandonment reports were
submitted for NOI No. CX-92-212-00, no further response is
required.
Notification to the adjacent landowner, Mr. Edwin Allen,
should comply with the requirements of 4.20.2, within the
appropriate time frame. This notification along with the
notification provided to Mr. Larry Mautz and the letter from
the BLM should be kept on file at the mine office.
3. The Division appreciates the addition of the B-seam mine plan
outline to Map 37A. No further response is required.
The Division would like MCC to consider a meeting to include
representatives from MCC and the Division to discuss some of the
outstanding issues regarding this revision. Perhaps a meeting will
speed up the final review of the application. Please call if you
have any questions.
Si c ely,
i
ristine E.
