<br />likely to be practical from a geotechnical perspective. Less aggressive configurations (i.e., ones with shallower <br />mine slope angles) are possible. Operational considerations, rock quality, slope stability, and visual impacts <br />will all influence the actual buildout for any phase which may necessarily be less extensive than the geometries <br />shown, However, in no case will the limits of mining be outside the limits shown. Brief summaries of <br />activities during each phase are as follows: <br />A. Phase I <br />Phase I develops the Central Quarry to its final buildout configuration down to approximately EI 6360 <br />ft in preparation for the temporary Central Quarry Reservoir, and it expands the North Quarry <br />immediately north of the existing process facilities resulting in a platform at approximately EI.6,455 <br />ft. The Central Quarry and the North Quarry will continue to be developed simultaneously during <br />Phase I resulting in the end highwall and bench configuration shown in Figure D-], Exhibit D- Phase <br />i Mining Plan Map. It is anticipated that the bench at EI. 6,455 ft in the North Quarry and the pad at <br />El. 6,490 ft north of the Central Quarry Reservoir will be utilized as an expansion of the present <br />process and stockpile areas, and still including the possible installation of concrete and/or asphalt <br />batch plants as described in the approved Amendment No. 4. <br />B. Phase II <br />Phase II develops the North Quany to its final buildout configuration down to approximately El. 5,770 <br />ft in preparation for the North Quarry Reservoir, and opens the South Quarry to future development. <br />The proposed new Phase R configuration is shown in Figure D-2, Exhibit D -Phase II Mining Plan <br />Map. Development and reclamation will be coordinated and at times will proceed concurrently in <br />different areas to open up limited land at any given time, to reduce potential visual impacts, and for <br />operational considerations. <br />Existing highwalls in the southwest comer of the North Quarry will be covered with an engineered <br />fill slope. Additionally, land in the northwest comer of the North Quarry will not be mined as <br />extensively as previously planned to improve visual appearance. Also to improve visual appearance, <br />the upper benches will be limited in height to 40 ft with benches 40 to 80 ft wide. These <br />configurations will allow for reclamation fills to extend higher up the rock highwalls visible to viewers <br />of the Front Range vista from the east. Note [hat interim visual impacts will also be minimized by <br />maintaining a natural ground ridge at EI. 6,455 ft along the east edge of the Noah Quarry until <br />reclamation higher and to the west is completed. In addition to North Quarry development Phase II <br />opens up the South Quarry for future development.
