SHELTON, Director <br />July 9, 1987 <br />Mr. Robert Hagen <br />Director, Albuquerque Field Office <br />625 Silver Avenue, SW <br />Albuquerque, New Mexico 87102 <br />Re: Colowyo Coal Mine Permit Renewal - Permit No, C-81-019 <br />Dear Mr. Hagen: <br />Pursuant to Rule 2, 08.5(3)(d) of the regulations of the Colorado Mined Land <br />Reclamation Board for Coal Mining, you are hereby notified of the Division's <br />proposed decision to renew Colorwyo Coal Company's valid, existing coal mining <br />and reclamation permit. A copy of the proposed decision is attached, The <br />Colowyo mine is located approximately 28 miles southwest of Craig, Colorado in <br />Sections 2, 3, 4, 9, 10, 11, T3N, R93W, and Sections 13, 22, 23, 24, 26, 27, <br />28, 33, 34, 35, T4N, R93W. <br />Colowyo obtained its original five year permit on November 4, 1982, The <br />permit was scheduled to expire on November 4, 1987 unless an application for <br />renewal was submitted. Colowyo did submit this application, and upon review <br />the Division is proposing to renew the permit for another five year term. It <br />should be noted that based on evidence provided by the operator, several <br />modifications to the permit have been approved as part of this renewal. These <br />include: <br />a). deletion of mulching requirements; <br />b). deletion of annual topsoil volume surveys; <br />c). reduction in overburden swell factor monitoring from an annual <br />intensity to once per 2 1/2 years; <br />d). discontinuation of the big game habitat enhancement program; and <br />e). modification of the species diversity vegetation standard, <br />423 Centennial Building, 1313 Sherman Street Denver, Coloratlo 80203-2273 Tel.
