;~ <br /> <br />d) Application page 2.05-37f states that down drains will be established on the <br />regraded borrow area to direct water of the borrow area. Please provide detail <br />of the proposed downdrain structures. <br />4.06- No detail of the projected volume of soil to salvage from the proposed disturbance <br />has been provided, nor is there any discussion of the volume expected to be <br />returned to the site upon reclamation. Please provide information in order that a <br />mass balance for topsoil may be determined for this proposed disturbance area.. <br />Upper Elk Creek has numerous slides. Oxbow Mining proposes to construct a <br />new topsoil stockpile along the slopes of upper Elk Creek. Oxbow has not <br />provided any information of the stability of the slope the proposed topsoil pile <br />would be constructed on. The application appears deficient in these areas. <br />4.0~.4(4)(d)- The Elk Creek drainage is identified as a Riparian vegetation community in <br />the area of the proposed pad. Map E8-3391. No discussion was located of the riparian <br />community or of reclaiming this portion of the drainage with riparian species. The <br />application appeazs deficient in regards to this rule. <br />4.05-18- The application provides no discussion of stream buffer zones. <br />4.07-Application is complete in regards to the reclamation of drill holes. <br />4.09.1(5)- Application is complete in regards to stabilization of the fill outslope. <br />4.15- Reclamation plan as specified in Appendix H will be followed for the upper Elk <br />Creek facilities and pad. Appendix H has previously been approved. The application is <br />complete in this regard. <br />4.14- Cross section and topographic maps have been provided with enough detail that <br />materials volumes can be determined for reclamation cost estimate purposes. This <br />section of the application is complete in regards to this portion of rule 4.14. <br />4.16- Application is complete in regards to post-mining land use for this revision. <br />4.18- The application is complete with regard to this rule. <br />During this completeness review I have identified items that would be considered <br />adequacy concerns as well. This review concentrates on the application providing <br />enough information for the Division to review the application. <br />2 <br />
