Gunnison No. ] Mine <br />Pursuant to your request, I have reviewed the Geotechnical Adequacy <br />Response submitted by West Elk Coal, Inc., concerning their request to <br />relocate the proposed mains at the Mt. Gunnison No. 1 underground coal <br />mine. The Company, a subsidiary of Anaconda Minerals, has submitted a <br />Technical Revision application requesting the main relocation several <br />months ago. The applicant has proposed the relocation to avoid a portion <br />of the mine plan area which has been determined to contain decreased seam <br />thickness, splits and potentially poor roof conditions, rendering the <br />coal economically unrecoverable. Their requests to forego recovery of <br />the effected resource and to amend their plan appropriately have been <br />reviewed and approved by the Mineral Management Service, now a division <br />of the United States Bureau of Land f~lanagement. <br />West Elk Coal has responded to five concerns included in my earlier <br />memo to you and subsequently forwarded to the Company as a component of <br />our adequacy review on April 4, 1983. The Company's responses were as <br />follows: <br />(1) In response to my concern that their amended "1Vo. 1 Mine Plan" <br />map depicted varying mine panel sizing, the Company has <br />completely amended the map to correctly portray intended panel <br />sizing. <br />(2) In response to my concern that the amended maps failed to <br />present mining sequencing, the Company has amended the maps to <br />depict the proposed mining sequencing. <br />(3) In response to my concerns regarding the impact upon the <br />originally designated subsidence test panel, the company has <br />revised Exhibit 3.4.8.A of the original application, entitled <br />"Subsidence Evaluation For Mt. Gunnison No. 1 Mine". In doing <br />so West Elk Coal has designated a new subsidence test panel <br />which appears to be analogous to the originally designated <br />panel in its data collection opportunities. <br />(4) In response to my concern regarding the integrity of the <br />original mine sealing plan, the Company has provided an amended <br />map indicating the locations of the two relocated seals and <br />adding an additional seal for the Sylvester Gulch ventilation <br />portal. <br />423 Centennial Building, 133 Sherman Street Denver, Colorado 80203 Tel.
