New Rule 4.05.13(1)(b) requires one or more points of compliance (for ground water) if <br />in the opinion of the Division, ground water will be negatively impacted by the proposed <br />operation. At this time, the Division does not believe that ground water will be negatively <br />impacted by operations, as proposed, under PR-Ot. Please include permit text (as <br />discussed during our 9/7/2001 meeting) that addresses this Rule and concludes that <br />ground water will not be negatively impacted by the proposed surface coal mining <br />operations. <br />Rule 4.08 Use of Explosives <br />59.
