In order to achieve this I believe a genuine exchange of information must
occur. And in order for that to happen we need to structure the conference in
such a manner that allows Peabody to present their operations plan, including
blasting, and get them to explain the measures they have built into the plan
in order to protect the interests of nearby residents.
The current draft outline which you prepared, Carl, should be modified to
reflect that Peabody will be allowed to make a brief presentation towards the
beginning of the conference. Their presentation may then allay some concerns
immediately, thus allowing more time to be spent on real problems rather than
trying to correct misunderstandings and misinformation.
I have made a few changes to the outline attached that might be helpful. In
addition, after finalizing this outline we should transmit to Peabody the
topics which we want them to cover so they are adequately prepared.
