-I • • <br />(B) Powerlines and electric Qansmission facilities shall conform to accepted raptor <br />protection designs as presented in ngges[ed Practices for Rantor Protection on Powerlines - <br />~ate of the Art in 1981. Raptor Research Report No. 4 by the Raptor Research Foundation. <br />(2) EIk Winrer Ranpe. In order to protect crucial elk winter range, coal-related <br />facilities and surface disturbances will be authorized in that azea of the lease only if no feasible <br />al[ernatives exist The BLM will determine the type and extent of allowable variances; all <br />unavoidable disturbances require specific approval of the BLM authorized officer. Coal <br />exploration, facility construction, and major scheduled maintenance will not be authorized within <br />the critical winter range from December 1 through Apri130. <br />(e) Water. (1) Riparian Zonec. In order to protect riparian zones, no surface disturbance <br />except surface subsidence will be permitted within a'h-mile buffer zone on each side of riparian <br />zones along the North Fork of the Gunnison River and in Hawksnest Canyon unless no feasible <br />alternatives exist All unavoidable disturbances require specific approval of the BLM authorized <br />officer. <br />(2) Floodnlains. Lessee shall not construct facilities or conduct operations within the <br />100-yeaz floodplain of the Noah Fork of the Gunnison River. <br />(3) Alluvial Vallev Floor. Lessee may be required to undertake additional avoidance or <br />mitigation measures to protect the quandrylquality of water supply to the Quaternary alluvium <br />associated with the North Fork of the Gunnison River. Determination of any measures necessary <br />will be made after submission of lessee's mine plan. <br />(f) State Highway Right-of-Way. No mining-related disturbances will occur within 100 <br />feet of the outside right-of-way boundary line for State Highway 133. The angle of draw <br />(estimated at 25 degrees j will be dictated by the approved mine plan.
