<br /> <br />Somerset Mining Company <br />Permit Revision No. 2 <br />Preliminary Adequacy Review Comments <br />Application Package <br />At the end of the fourth paragraph on page 2.04-52, a reference is made <br />to page 2.05-50xvi. This should be a reference to page 2.04-50xvi. <br />2. The beginning of Section 2.05.6(3)(b)(iv) is not designated in the permit <br />revision. Please insert this indicator. <br />3. In the first paragraph on page 2.05-48, the (v) should be (vii) and be <br />moved below Section (vi). Section (v) is not addressed in the permit <br />revision application. <br />Operations <br />4. Are there any plans for additional ventilation facilities to accommodate <br />the larger mine area? If so, where and when will they be constructed? <br />5. Pursuant to Rule 4.11.3, please submit a letter from the Mine Safety and <br />Health Administration that indicates they approve the underground storage <br />of coal mine waste in the Sanborn Creek Mine and Sanborn East Tract. <br />Hvdrology <br />6. Page 2.04-25, paragraph five, contains an apparent mistake. The existing <br />text states that the "Sanborn East Tract overlies the Hawks Nest Mine." <br />I believe the opposite is actually true. <br />7. The Somerset Mine did not update the mine inflow predictions for the new <br />area. The inflow calculations on page 2.04-39iv do not account for the <br />increased inflows that may be encountered with the additional mining of <br />the East Tract. Current predictions are for the mine to have inflows <br />from 200 gpm to 237 gpm. Since the length of the mine will increase by <br />157 percent (measured along the North Fork of the Gunnison River), the <br />amount of inflo~•~ car, be expected to increase by the same amount. <br />(a) The Somerset Mine should revise the calculations on page 2.04-39iv <br />to show the additional inflow from the proposed additional area. <br />(b) Pages 2.04-39 and 2.05-46iii should be revised to clarify that mine <br />pumping will be monitored, with records kept on site, and reported <br />to the Division quarterly and with the Annual Hydrology reports. <br />For the AHR, the estimated inflows over time should be plotted on a <br />graph with the actual inflows. <br />(c> The Somerset Mine should apply to the State Engineers Office for a <br />well permit for beneficial use of the mine inflows or verify that <br />water, other than that obtained through the water right specified <br />on page 2.04-53ii (1.8 CFS), will not be used by Somerset Mining <br />Company. <br />
