Sou/hfie/A Mine Minor Rt~i.sion Request No. 20 -South Fan Installation • / <br />• INTRODUCTION <br />Energy Fuels Coal, Inc. (EFCI) currently conducts underground coal mining <br />operations at the Southfield Mine located approximately eight 18) miles <br />south of Florence, Colorado. The mine operates under alife-of-mine mining <br />and reclamation plan which is the basis for the existing approved mining <br />permit (Permit No. C-81-014) under the Regulations of the Colorado Mined <br />Land Reclamation Board for Coal Mining (CMLRB, CRS 1973, as amendedl. <br />As mining proceeds, mine workings are extended to develop and recover <br />the existing minable coal reserves. Mine workings must be properly <br />ventilated to provide a safe working environment for the miners and to <br />adequately dilute any methane or other potentially hazardous gases which <br />may be released as a result of the mining process. As mine workings are <br />• extended, mine ventilation systems must be modified to maintain adequate <br />airflow in both active face areas and mine entries. These ventilation <br />modifications are necessary because movement of air over greater <br />distances results in increased pressure drops due to surface friction and <br />ventilation of expanded mine areas dictates increased airflow volumes. <br />In order to maintain adequate ventilation as mine workings are extended to <br />the southern limit of the minable reserves, EFCI is requesting approval of a <br />minor revision to install an additional mine fan, along wish associated fan <br />housing, mine seals, and power systems, on an existing portal of the <br />abandoned Monarch No. 4 Mine. The new fan installation has been <br />designed and will be constructed, operated, maintained and monitored in <br />full compliance with applicable CMLRB and Mine Safety and Health <br />Administration (MSHA) requirements. <br />• The proposed fan installation will result in redisturbance of approximately <br />0.46 acres previously disturbed by the Monarch No. 4 Mine operations in <br />ACL lnc. • P.O.
