Mr. Bright pres~ted the Staff Report to the Co~sioners datwl Deceml,e 22, <br />1992 and a call up request etter received December 11, 1992 ~rcxn Jim and Sandy Frie~ley. <br />3 (Film CRN -~3 ) The Planning Commission recormiends approval of this project <br />with the following conditions: <br />1. That all construction shall meet the required <br />6 standards of the La Plata County Permit System and the <br />La Plata County Floodplain Management Regulations. <br />2. That all verbal, written and graphic representations <br />9 of the applicant, his agents or representatives are <br />deemed conditions of approval. <br />3. That the duration of this approval shall be for the <br />12 period of three years as specified by Article 69 of <br />title 24, C.R.S. as amended and as specified in <br />Section 7.7 Land Use Permit Requirements and <br />15 E7~forcenent, B. Time Limit on Approvals/Vested <br />Property Rights. <br />4. A Road Impact Agreement shall be presented and <br />18 approved by the Board of Coru~ty Commissioners prior to <br />issuance of the land use permit. <br />5. All requirements of the County Engineer shall be met <br />21 prior to the issuance of the land use permit. <br />6. The landscaping shall be installed according ~.o the <br />landscape plan submitted by the applicant and shall be <br />24 cox~leted for Phase I within 6 months of approval of <br />the land use permit. For the remainder of the phases, <br />the landscaping shall he completed prior to initiating <br />27 excavation on each phase. <br />7. Minimum sizes of plants specified in the landscaping <br />plan shall be 2" caliper for large trees and 5 gallon <br />30 for small trees and shrubs. <br />8. Landscaping shall be maintained and replaced as <br />necessary. <br />33 9. Dust shall be controlled on roads and crusher during <br />operating hours. <br />10. Hours of operation shall be limited to Mondays through <br />36 Saturdays except when an extraordinary and wiusual <br />hardship condition exists. <br />11. That the Planning Camussion recortmends to the Road <br />39 and Bridge Department that a speed limit of 45 MPH be <br />posted on the Buck Highway for a distance of 1 mile <br />both directions from the applicants access point and <br />42 that accel and decel lanes be provided according to <br />the approval of the La Plata County Road and Bridge <br />Department. <br />December 22, 1992 4 <br />
