You will note that the OSIA inspection report <br />raised a number of items about Phase fI bond release which became peripheral <br />issues to the release of bond at the Canadian Strip Mine. Additionally, while <br />these letters serve as written documentation of the Division and OSM's <br />perspectives, you should be aware that the Canadian bond release was the <br />subject of numerous phone calls and two OSM-CMLRD quarterly meetings. <br />The Division is currently prepared to grant Phase II Bond Release to the <br />pre-1987 areas for two reasons. The Division was able to document 90% <br />vegetative cover with 90~ statistical accuracy on those areas relative to the <br />reference area, In addition, the SEDCAD+ runs show that these areas are <br />eroding less than those areas prior to disturbance. The Division will prepare <br />a revised decision over the next two weeks, publish it.and release the bond <br />immediately following the public comment period.
