I have enclosed with this <br />letter portions of the revision application which would likely be <br />of concern to your agency. The entire permit revision application, <br />consisting of 6 large volumes, is on file at the Mesa County Clerk <br />and Recorder's Office, as well as at our Grand Junction Office <br />located at 2148 Broadway, #C-5. <br />The permit revision application was prompted in large part by a <br />mid-term permit review we conducted in August, 1995. Due to the <br />large number of issues generated by the review, the operator chose <br />to completely replace the existing permit application package with <br />a re-organized set of replacement volumes, rather than make <br />piecemeal changes to the existing application. <br />The application does not propose any additional surface disturbance <br />or expansion of underground workings beyond what has previously <br />been approved, nor does it propose modification of previously <br />approved wildlife mitigation plans or monitoring programs. The <br />application does include modification and clarification of <br />revegetation success comparison methods and revegetation success <br />standards, including modification of the woody plant density <br />success standard. The revision also includes refinements and <br />modifications with respect to subsidence and hydrologic impact <br />characterization, reclamation grading specifications, and soil <br />balance calculations. <br />
