EXHIBIT C - PREMINING PLAN AND AFFECTED LANDS <br />Exhibit C is intended to fulfill the requirements of Sections 34-32-112 (4), subsections (c), (e), (f), (g) <br />and (i) of the Colorado Mined Land Reclamation Act as outlined in the Mineral Rules and <br />Regulations of the DMG and the Boazd. Generally, the required information relates to adjacent <br />properly ownership, the name and location of surface features and structures within 200 ft of the <br />boundaries of the affected land, existing topography, the total area of mined and affected lands, <br />vegetation and other soils and water resource information as required by the Division. <br />Adjacent property ownership for the Morrison quarry is portrayed on the accompanying Figure C-], <br />Adjacent Property Ownership. Property ownership remains the same as that which existed at the time <br />of submittal of Amendment No. 2 in 1982 and Figure C-1 is presented herein as provided in <br />Amendment No. 3 in August 1993. <br />~ince the ime of Amendment No. 3, the Cooley property has been annexed into the Town of <br />Morn n from unincorporated Jefferson Zount~on was accomplished by a "flagpole" <br />annexation from orrison south on Highway 8, west on U.S. 285 and then north to the subject <br />propetty. The annexation was passed by a unanimous vote of the Town Board of Trustees on 25 <br />October 1994. Cooley worked together with the Town of Morrison to develop a mutually beneficial <br />annexation agreement that creates an option for the Town to obtain raw water storage capacity within <br />a bedrock reservoir(s) at the quarry site. Mining and reclamation exhibits included in this amendment <br />reflect this fundamental change in ultimate land use strategy for the facility. <br />• Dooley subcontracted for new aerial photography to be flown of the quarry area in August 1994. <br />/This new photography was then digitized to create current topographic base maps for use in the <br />preparation of this mining and reclamation plan amendment and for conducting additional geotechnical <br />evaluations of pit slope stability within existing and future mined areas. Surface features such as <br />creeks, roads and buildings aze shown on a map of current conditions at the quazry (i.e., "premining" <br />~_;tl` conditions, with respect to this proposed amendment). A power line is shown at the southern limits <br />r of the proposed affected land which is owned by Mountain States Telephone and Telegraph Company <br />as part of aright-of--way. Prior to mining within 200 ft of the power line, Cooley intends to initiate <br />Q`-' appropriate notification of the utility owner and institute required relocation of the line, maintenance <br />~ of safe distance sepazation and/or engineering controls to ensure safe mining operations in that area. <br />The premining topography of the area is shown on Figure C-2, Exhibit C - Premining Plan, which <br />shows August 1994 topography depicting the results of mining and reclamation activities to date under <br />the current permit and amendments. The total azea to be involved in the operation, including mined <br />areas and areas of affected land, comprise approximately 182 acres. This total acreage reflects an <br />increase of approximately 48 acres over the presently approved total acreage of 134 acres. The <br />increase represents: 1) an increase of approximately 38 acres of minable reserves in the North Quarry <br />area; 2) an increase in limits of disturbance in the vicinity of the failed East Highwall in the Central <br />Quazry as described in detail in Amendment No. 3; 3) an increase in the limit of disrurbance in the <br />North Quazry to facilitate access to the older west highwalls and benches to perform more modern <br />reclamation; and 4) a minor increase in the limit of disturbance along the east side of the South <br />Quazry area for access to initial mining there. <br />• .:wmw.e.aoo Ili-1 <br />~~~ <br />
