Long
Florence, CO 81226 Division Direnor
Re: Southfield Mine (Permit No. C-81-014)
Technical Revision No. 21 - Loadout Drainage Control
Dear Mr. Weaver:
We have reviewed the Technical Revision No. 21 (TR-21) response materials received July 27,
1995. Ow remaining concerns and comments follow. We retain the number scheme used in ow
June I, 1995 adequacy letter.
1. through 11.) Responses accepted.
12.) Response accepted. Please be awaze, however, that the inlet riprap must be maintained, and
must function in good condition at all times to enswe compliance.
13.) Response accepted.
14.) Our previously stated concern remains. EFCI proposes a southeast ditch which will have a
maximum flow depth of 0.9 feet deep, and a total ditch depth of 1.2 feet. This limits
available headwater (total flow depth at culvert inlet) to 0.9 feet. Based upon the SEDCAD
culvert utility, assuming a total headwater depth of 0.9 feet, tallwater depth 0 feet (which is
not likely), n of 0.024 and entrance loss coefficient Ke of 0.9, the predicted 6.5 cubic feet
per second will not safely pass through either of the proposed culvert configurations. Please
revise the plan as needed.
15.) Response accepted.
Additional Concerns
l.) The material received July 17, 1995 include a revised page 206a (Ex. 19). This page does
not seem to fit with our binders which contain page 206R (November 1993) and 206Ra
(November 1993). Yow assistance is requested in resolving the possible page discrepancy.
