Long <br />Drvivon D~reclor <br />Re: Bowie No. 2 Mine (Permit No. C-1996-083), Technical Revision Application No. 18 (TR-18), <br />Change in Mine Plan for D2 & D3 Panels <br />Dear Mr. Johnston: <br />The Division of Minerals and Geology hereby issues notice, in accordance with Title 34, Article 33, Section 116, Paragraph 4, <br />of the Colorado Revised Statutes, that on September 11, 2000, an application to revise coal mining operations at the Bowie No. <br />2 Mine was considered complete for the purposes of filing. The revision was submitted by Bowie Resources Limited. All <br />review and comment periods as provided in the Ac[ and the Regulations initiate from this date of filing. <br />Approval of this technical revision would allow a change in the approved mine plan. The change would permit longwall mining <br />in the western portions of two longwall panels, within the currently approved permit boundary. The proposed litttited longwall <br />mining would occur in private and federal coal. The federal coal is managed by the Btueau of Land Management. The right of <br />entry to the federal coal has been obtained through the approved Iron Point Tract Federal Coal Lease COC-61209. About <br />904,000 tons of private coal and 286,000 tons of federal coal are involved in [his revision. No new surface disturbance would <br />occur, although subsidence of the surface will take place with longwall mining. <br />The Division is requesting that the Office of Surface Mining make a determination as to whether or not the proposed action in <br />TR l8 constitutes a federal mine plan action. The Division would appreciate i[ if the determination can be made in writing. <br />The underground coal mining operation is on land located approximately 5 miles northeast of Paonia, Colorado. The permit <br />area is Further described as follows: <br />Portions of Sections 2, 3, 4, 9, 10, I I, 14, I5, and 16, Township 13 South, Range 91 West of the 6th P.M. These <br />above-mentioned tracts of land are shown on USGS 7.5 minute Quadrangle map of Bowie. <br />The applicant is required to publish notice in a local newspaper that [his application has been deemed complete. At the time of <br />publication of this notice, the applicant is additionally required to place a copy of this application at the Paonia Public Library, <br />140 Grand Avenue, Paonia, CO 81428, and at the Division office.
